B19-476: Government of the District of Columbia Comprehensive Merit Personnel Amendment Act of 2011 would require that all persons appointed to the Excepted Service be subject to a credit check and a criminal background check. It would limit the number of excepted service appointments and require that each such appointment be published in the DC Register; the measure would also limit travel expenses for newly hired excepted service employees; and would limit severance pay. The bill would also require credit and criminal background checks of all excepted service hires.
