		The Council&#39;s Commitee of the Whole will meet for an <a href="http://dccouncil.us/events/cow-additional-meeting-youth-bullying-prevention-act-of-2012">additional meeting</a> at 10AM to consider B19-11: Youth Bullying Prevention Act of 2012.</li>
</ul>

	<li>
		The Council&#39;s regularly scheduled legislative meeting - the <a href="http://dccouncil.us/events/thirty-fourth-legislative-meeting">34th Meeting</a> - is scheduled for 10AM. We don&#39;t expect the COW meeting to last very long so both the COW and 34th Legislative Meeting are listed on the website as starting at 10AM.</li>

	On Friday, Mayor will present his budget to Council at 9:30am. On Tuesday, Council will hold a public briefing with Mayor and CFO on the FY13 budget in Council Chamber.</p>

	A: We will keep the online hearing calendar as up to date as possible.</p>

	A: Tues briefing is the annual Mayor/CFO presentation of budget to Council. Public does not testify at this hearing. Hearings where the public will be able to testify will occur between March 28 and April 27. Full sched on Council website. 	<strong>Q: Will committees decide the time allotted to individual peeps &amp; panels or will this be standard? A little confusing now.</strong><br />
	A: Standard time allotted for testimony is 3 min for individ, 5 min for org&#39;s</p>

	<strong>Q: Can you tell us if there is anything different in how council will handle budget this year than in previous years?</strong><br />
	A: Budget process is same this year, but Budget Office did send 6 standard questions to each agency to provide more detailed info re FY13.</p>
<p>
	Council also required Mayor to send master fee schedule. Master fee sched = list of all fees and amounts charged by District for service.</p>
<p>
	<strong>Q: What can the @councilofdc budget office staff do for the public?</strong><br />
	A: 6 standard questions will provide more transparency to committees and public on budget.</p>
<p>
	<strong>Q: Will you consider using twitter during council hearing...could residents tweet questions to the dias?</strong><br />
	Not sure all Members are using Twitter. Best way to participate is to testify at the hearing.</p>

	<strong>BUDGET FACTS</strong></p>
<ul>
	<li>

	<li>
		Hearing on Budget Request Act and Budget Support Act, when public can testify, is April 30.</li>
	<li>
		First official budget hearing is Tuesday, March 27.</li>
	<li>
		First vote on the budget is May 15.</li>
	<li>
		FY12 local funds budget was $5.6 billion. Gross funds budget was $10.9 billion.</li>
	<li>
		The 56-day budget period starts Friday, March 23!</li>

	The Council Office of the Budget Director introduced a new process this year to assist the Council Committees with their review of Agency proposed budgets for the FY13 Council budget oversight process.</p>
<p>
	All agencies will complete the same set of six questions in a set of spreadsheets. The goal of this new process is to provide uniformity and improve transparency in the review of the proposed budget. Agency responses will be posted on the <a href="http://dccouncil.us/budget/2013">FY13 Budget page</a> on the Council&rsquo;s website.&nbsp; Council Committees will also send agency specific questions, under separate cover, to each agency.&nbsp;</p>
<p>
	The Council Committees and the Council&rsquo;s Office of the Budget Director have asked that each agency complete these worksheets and return them to the Agency&rsquo;s corresponding committee and the Office of the Budget Director no later than Monday, March 26. We will then have them posted to the Council website by Wednesday, March 28.</p>

Brown, along with Council Budget Director Jennifer Budoff, will help demystify the complicated budget process during a Twitter Q&amp;A on <strong>Wednesday, March 21, from noon-1PM</strong>.&nbsp;</p>

	Learn more about the budget hearing process &ndash; from the Mayor&rsquo;s transmittal of his proposed budget in March, to the final Council vote in June.&nbsp;</p>

	I am writing to advise members of the agenda for the January 26, 2012 Committee on Finance and Revenue Public Oversight Hearing on the matter of i-gaming and hearing on Bill 19-474, the &ldquo;Lottery Amendment Repeal Act of 2011&rdquo;.&nbsp; The hearing is scheduled to begin at 10 a.m. and will start with a panel of Government witnesses invited to testify, including Mr. Buddy Roogow, Director of the DC Lottery and Charitable Games Control Board; Dr. Natwar Gandhi, Chief Financial Officer; Mr. David Shive, Interim Chief Information Officer for the Office of the Chief Financial Officer; and Mr. Charles Willoughby, Inspector General.&nbsp; Upon completion of the Government witness panel, we will proceed to public witnesses until recessing the hearing at 1 p.m.&nbsp; We will resume with public witnesses at 6 p.m.&nbsp; In order to hear as many public witnesses as possible before the recess, we will have two ten minute rounds of questions for the government panel, and have one five minute round of questions for public witnesses.&nbsp; In the event we are unable to hear public witnesses in the morning portion of the hearing, all public witnesses will be called to testify beginning at 6 p.m.</p>

	Performance oversight and budget oversight hearing season is right around the corner.&nbsp; The Council&#39;s Office of the Budget Director is currently putting together the proposed hearing schedule, and the Council will vote on that schedule at the <a href="http://dccouncil.us/events/committee-of-the-whole2"><strong>January 17 Committee of the Whole meeting</strong></a>.</p>
<p>
	In the meantime, here are some key dates:</p>
<ul>
	<li>
		<strong>February 1</strong>: Comprehensive Annual Financial Report (CAFR) Released</li>
	<li>
		<strong>March 23</strong>: Mayor Gray&#39;s proposed FY13 budget transmitted to the Council</li>
	<li>
		<strong>May 15</strong>: Council vote on Budget Request Act and Budget Support Act</li>
	<li>
		<strong>June 5</strong>: Second vote on the Budget Support Act</li>
